Prior to moving Sapporo in 2001, for 6 years he ran some graduate programs in Human Exergetic Analysis at the laboratory of Built Environmental Systems which has organized by Prof Masanori SHUKUYA, Musashi Institute of Technology (currently, Tokyo City University), Tokyo and Yokohama, Japan. The past 10 years Prof SAITO has applied the Exergetic Analysis to the Built Thermal Environmental Design with Prof SHUKUYA. He is a member of Network of International Society for Low Exergy Systems in Buildings (LowEx. Net) as well. At the same periods, he also has developed the tools and programs for Built Thermal Environmental Education for collegiate students, kids and others. Since 2005, he is also appointed as a technical adviser in Kuromatsunai Junior High School in the eco flow project of re-built environmental campus and developed its associated environmental education by Ministry of the Environment.
